DR. LUKUMAY URGES PUBLIC TRUST IN GOVERNMENT HEALTH REFORMS, SAYS MAJOR DEVELOPMENTS LOOM FOR ARUMERU MAGHARIBI

By Joseph Ngilisho – ARUSHA

Member of Parliament for Arumeru Magharibi and Chairperson of the Parliamentary Standing Committee on Health and HIV/AIDS, Johannes Lembulung Lukumay, has called on citizens to maintain confidence in government-led health sector reforms, affirming that significant development initiatives are underway in the constituency.

Speaking on February 20, 2026, during a Full Council meeting of the Arusha District Council, Dr. Lukumay said the government remains firmly committed to strengthening healthcare service delivery and upgrading road infrastructure to accelerate socio-economic progress.

He explained that the government’s priority is to ensure equitable and timely access to quality healthcare services for all Tanzanians while simultaneously improving infrastructure that supports community welfare and economic growth.

Dr. Lukumay noted that the vision of President Samia Suluhu Hassan is to see Tanzanians living healthier and more fulfilling lives by 2030 through the implementation of Universal Health Insurance coverage. Under the initiative, vulnerable groups—including children under five, the elderly, pregnant women, and low-income households—are expected to receive essential healthcare services free of charge.

He further revealed that the government continues to collaborate with international development partners to expand investment in the health sector, with the aim of improving service accessibility and strengthening national healthcare systems.

On infrastructure development, Dr. Lukumay acknowledged progress made through government investment in road construction but emphasized the need to accelerate the upgrading of key roads to tarmac standards in several parts of Arusha, including the Sanawari–Bangata and Mbenda–Losinyenye routes, alongside the construction of critical bridges.

He also advocated for an increased budget allocation to the Tanzania Rural and Urban Roads Agency (TARURA), arguing that enhanced funding would significantly improve road construction and maintenance, facilitate service delivery, and stimulate local economic growth.

In addition, Dr. Lukumay called for stronger cooperation between elected leaders and council officials in identifying and addressing challenges facing residents across wards. He expressed concern over delays in obtaining development reports from certain departmental heads, stressing that timely information sharing is essential for transparency and effective public accountability.

He underscored the importance of close coordination among leaders to fast-track development projects and voiced disappointment over instances where communication gaps have hindered access to updates on constituency progress.

Concluding his address, Dr. Lukumay urged citizens to continue supporting government initiatives in the health and infrastructure sectors, describing them as fundamental pillars for sustainable national development.
