WEST ARUMERU MP CRITICIZES POOR IMPLEMENTATION OF REGIONAL COMMISSIONER MAKALLA’S DIRECTIVES
Accuses some councils of “copy-and-paste” reporting, urges TARURA and TANROADS to urgently address rain-damaged infrastructure

The Member of Parliament for West Arumeru Constituency, Dr. Johannes Kukumay, has expressed concern over what he described as negligence by some local government councils in Arusha Region for failing to effectively implement directives issued by the Regional Commissioner, Amos Makalla, regarding the rehabilitation of road infrastructure affected by the ongoing rainy season.
Speaking during a Regional Consultative Committee (RCC) meeting, which also involved the Regional Roads Board, Dr. Kukumay called on council leaders to strengthen coordination with the Tanzania Rural and Urban Roads Agency (TARURA) and the Tanzania National Roads Agency (TANROADS) to ensure that road infrastructure challenges are addressed promptly and efficiently.
The legislator voiced dissatisfaction with the way some officials are executing their responsibilities, arguing that instead of taking practical action, they are focusing on submitting reports that do not accurately reflect the real conditions on the ground.
“Some councils appear to be doing ‘copy-and-paste’ work, while citizens are in urgent need of real solutions to infrastructure challenges. It is important that the Regional Commissioner’s directives are implemented in practice so that they deliver tangible benefits to the public,” Dr. Kukumay emphasized.
In his remarks, Dr. Kukumay highlighted several areas within his constituency that are severely affected by poor road conditions and called for immediate intervention to improve the infrastructure.
He cited roads in Sambasha, Olmotony, and Ngaramtoni wards as among the most affected, particularly during the ongoing rainy season when water accumulates on the roads, causing significant damage to the infrastructure currently under construction.
According to the MP, some roads have developed large potholes and deep gullies that threaten public safety and make certain areas difficult to access.
Dr. Kukumay stressed the importance of constructing proper drainage systems along roads to control rainwater runoff, noting that poor drainage has long been a major cause of road deterioration in the affected areas.
He warned that unless urgent measures are taken, the condition of the infrastructure will continue to deteriorate, negatively impacting the economic and social activities of residents.
“Citizens need roads that remain passable at all times to facilitate the movement of people and goods. Relevant authorities must therefore take immediate action before the situation worsens,” he added.
The MP’s remarks come at a time when Arusha Region is experiencing heavy seasonal rains across several areas, resulting in damage to road infrastructure and causing significant inconvenience to road users.
Development stakeholders who attended the meeting also emphasized the need for stronger collaboration between local councils, TARURA, and TANROADS to ensure timely road maintenance and reduce the recurring challenges faced by residents during every rainy season.
